Fall detection

I am looking into an Apple watch for my dad, especially for the fall detection feature. He has an iPhone, but if he is somewhere and there is no Verizon service, would emergency services still be called if a fall was detected?

You're welcome. It may be worth changing carriers if he is better served by AT&T instead of Verizon. You have to choose your carriers based on where you are going to get the most service. If he is covered more by AT&T switch, otherwise, keep it like it is. But yes, without phone service, emergency services cannot be contacted.

If there is no service, there is no way for the iPhone to contact emergency services. And if you get a GPS only Watch and it is too far away from the paired iPhone it would not be able to make the call either. He would need to keep the iPhone with him or at least nearby within Bluetooth range. See this, Use fall detection with Apple Watch - Apple Support
