I am setting up a new ipad Pro 11 (2021). I did not have an ipad before. I have an iphone 12 max. I used the iphone to start the setup by scanning the circle. It is asking if I want to restore from an icloud backup.
Can I restore from the icloud backup of my iphone and will it transfer all apps and app data and also setup the home screens?

It is true that you cannot restore a backup to a device running an older system.
What you can do is follow a four-step process:
Thanks. But I could not use the iPhone backup. iPhone 12 Max is on 15.1.1. and the new iPad Pro 11 is on 15.1. When trying to select that I get an error message that it is not compatible. Support tech research and from what he found he said that is correct.
Sorry. I forgot that 15.1.1 was device-specific. You would need to wait for the next cross-device update, presumably 15.2.
Remember to make sure your iPhone is backed up and with the newest operating system.
So what is their suggestion?
The new iPad only has 15.1 and not 15.1.1 which is only for iPhone 12 Pro max. Support said there is no option to restore from the iPhone backup.
