Can i use what ever number i want as the emergency contact. Does it have to be 911

I am purchasing a apple watch SE for my mother. I want it to call me - not 911 if she slips or falls.

You can add yourself as an emergency contact, but if a fall is detected and the person remains immobile, it will call 911. Learn more: https://support.apple.com/en-us/HT208944
