I am trying to set up a account for my son who is a minor, now apple says it wants a verification code from paypal. But paypal will not send a code.
only other choice would be a credit card but i do not have one.

Make sure this is one of the 'Payment methods that you can use with your Apple ID'; click here --> https://support.apple.com/HT202631 For most people this means a card from the same country as the store you are using, but read the part at the bottom of the support document for specifics. Also read any footnotes in the document for a payment method.
