Clearing Storage Space from Notes App without Removing on Icloud

How do you delete the notes app on iPhone without deleting the same notes in icloud that would have been on the notes app? Or, you "offload" notes in the notes app and then click a cloud icon to redownload the specific note from the cloud when you need to use it, but have others not take up any space, like how it is in the photos app?

(Topic as iCloud on my iOS device because there was no option for notes app, sorry)
