Location settings will not update

I have a brand new macbook pro and have several apps that repeatedly request access to location settings. I have gone into Security and Privacy settings, unlocked and checked/allowed these apps access, but the setting gets reset. The affected apps are: Chrome, iStat menus, Little Snitch, and perhaps others. Any idea what may be causing this?

Download and run this app so we can find more information about your installation.

https://etrecheck.com/upgrade

It shows what is launched and other information and is very useful in finding causes of problems. After you first launch the app make sure you check Enable full disk access in the box in lower left.

After running the app use the app's feature to paste to clipboard. The in the text box for a reply in this forum click on the addition text icon. This is because the normal reply text box limits how much you can type.

They do not appear to reset immediately, though this morning I checked the Location settings I made yesterday and they have all reverted to "not enabled" for the affected apps. I also have not restarted my machine since yesterday, so that doesn't appear to be a factor. This wasn't an issue on my prior MacBook pro (late 2013) with Big Sur.

I have the same issue with location services resetting after every startup along with a notification saying calendar would like to access your location. Regardless of what I select or deselect, location services are reset to 'enable' after each startup, apart from Find my Mac and Calendar, which are deselected. I would like these two apps to stay enabled in location services, for obvious reasons, but every time I select these by checking the box in location services during a session, my preferences are not saved but lost after a restart. This issue occurred after upgrading to Monterey 12.1. I've rebooted in safe mode, run disk utlity, spoken to Apple Support. There are several threads on the Calendar location setting issue, but no solution yet. See for example https://discussions.apple.com/thread/253315684
