When using the Mail app on MacBook Air some of the messages appear with no text in the body. There doesn't appear to be any pattern as to which messages are blank (some messages from the same sender may be blank while others are correct, size of message doesn't seem to be the trigger since messages both longer and shorter than the blank message are correct)
I can read the message using the Mail app on an iPad or using a google mail app on the Mac.

You did some good isolation as far as narrowing down the cause. Do you have a single account loaded into Mail, or do you use multiple email accounts? Is that a factor at all when it comes to the missing body? How about messages that have more than a basic signature at the end, such as one that may contain HTML information or photos? If you haven't, you might create a test user on your Mac, configure the account or accounts, and test there as well to see if the issue is uniform across accounts. I tried the suggestion and didn't notice any real change. I also was not able to identify any particular characteristics that always caused a message to be blank. Messages with the same characteristics may be complete or may be blank.
I took a message that appeared blank in 'Mail' opened it in a Gmail app, copied the contents to another message and sent it from the Gmail app to myself and it opened correctly in the 'Mail' app.
When I stopped my VPN it cut down drastically on the messages that were blank although it didn't stop them completely.
