I have a new iPhone 13pro. It keeps jamming up because it’s says the storage is full. It’s using 189gb for system. How is that even possible? I’ve read articles about bugs but deleted files to do the update to no avail. Thoughts?

Try a force restart on your iPhone. Force restart iPhone - Apple Support

If that does not help, then create a current backup, then restore your iPhone to that backup. Restore your iPhone, iPad, or iPod touch from a backup - Apple Support As you do work, things can get hung up in System, things such as deleting apps, deleting messages, photos, etc.
