Only if you have continuous WiFi coverage or download a local map:

Google Maps: Download areas & navigate offline

Apple Maps in CarPlay Why does Apple Maps not appear in CarPlay in Brazil. Apple Maps works perfectly on my phone (iPhone 7 Plus, ios13) but does not appear in CarPlay (Ford Sync 3).
