Good evening, my phone was stolen. I'm trying to restore my account, I received an answer that the account will be restored in 13 days, is it possible to restore the account earlier if I have already restored access to my mail and mobile number, please?

The article above does say If you can provide the credit card details on your account it might shorten your wait time.
It also says “If you remember your information and can sign in successfully, your wait period cancels automatically and you can use your Apple ID immediately.“ However if you can’t sign in and keep trying it could start your account recovery process over resUlting in it taking even longer.
Some other info to keep in mind: Phase 1 is the evaluation period, usually 24-48 hours but can be longer or shorter. This phase says Apple is evaluating your info and you’ll get an update after the posted time is over (people mistakenly think it means they’ll be able to reset the password immediately after this first phase.)
Once phase 1 is done it enters phase 2 where https://iforgot.apple.com/ will give you the final amount of days (can be weeks) you’ll wait. On that final day you’ll get a text, follow that text/email immediately.
