iTunes Libray Relo

I've followed the recommended method for moving and activating my iTunes library on another computer and yet I still have the cloud icon next to each album/song (except to my most recent purchases). I've tried the process three times. I have the latest version of iTunes for Windows. My new computer is authorized properly according to View My Account.

My library is large enough to make downloading the files again an insane option, but it does work. I don't understand why the standard procedure is failing. Also, if I play a song from it's library file location (Open -> iTunes) the icon goes away, but this is an even more insane workaround.

Windows, Windows 10
