My new MacBook 2021 doesn't show as a device on my iPhone

I am trying to set up message forwarding to my new MacBook Pro. I can't sign in to either Message or FaceTime.

Only receiving messages from those who I message first I recently got a new macbook air 13' and iphone XR (my old phone broke but my old macbook is still functioning. I realized when setting up iMessage on both devices that I wasn't receiving messages from anyone. Only until I messaged that person and started a conversation with them, I could receive messages. Any ideas? Anything helps. Thank you
