First, take a look at Allow or block pop-ups in Safari on Mac - Apple Support.

However, if you suspect adware, use Malwarebytes for Mac to remove any.

For Particular -- Not All -- Sites:

1. Go Here: Change Websites Preferences in Safari on Mac - Apple Support
2. Scroll to: Content Blockers
3. As it reads: "On: Stop ads and other unwanted content from appearing on the site."
