Extra iCloud storage

If I wanted to get more iCloud storage for my iPhone 11 would it be charged to my card on my apple account or to my parents phone bill?

Thank you for that information, and welcome to Apple Support Communities!

To upgrade your iCloud + plan https://support.apple.com/en-us/HT201318

Please check to see if you are family sharing

If you are family sharing, and someone in your family group is sharing purchases, all purchases will go to that member.

They will need to turn off purchase sharing.

You will need to have your own payment method on file. You can do this by following this resource.

Hope this helps ;)

Order of Payments:

It would be charged from your Apple Account first, and then would be charged to your card (credit or debit card). The phone bill is that of your Carrier --nothing on Apple's side.
