In my iCloud storage, I can see the 24.15G of messages that I NEED to be able to see, but on my phone it won't download them and on my laptop the messages icon doesn't even appear in my iCloud/appleID account. I've turned messages on and off in iCloud over and over. Any ideas? Thanks

So tell me this....when you go into your messages app....do you see a progress bar that says "messages downloading from iCloud" at the bottom?
Try signing out of iCloud and back in
Settings > name > sign out then sign back in
Was the messages ever syncing before?
You can also check your iPhone storage storage...sometimes if your device storage is full it will affect the iCloud sync
Settings > general > iPhone storage
tell me what you see there.

It may take some time for all the messages to sync to the device and show up.
Please make sure that you are connected to a Wifi connection and sit back and wait.
This can take some time!

Ok, so you will need to check the send and receive for messages in your message settings.
settings > messages > send and receive > make sure your phone number and Apple ID email address are checked for Abel to receive messages to

I thought it mighty be storage on my phone - so I cleared a bunch of space. There are 27gb available.
If I turn on iCloud for messages, I get a progress bar that says Downloading messages from iCloud, but no part of that bar ever turns blue. just stays white, doesn't change.
I've signed in and out of iCloud several times.
I got this message the most recent time: "messages in iCloud unavailable as iCloud and iMessage accounts do not match"
On my laptop, it shows the large amount of messages stored in iCloud, but it does not show the app button for messages so I can't get access to them through my laptop either.

I already did that. Checked and unchecked many many times. Signed in and out of my icloud account and my apple account. Followed directions to sign in to my apple id through messages before signing in through my phone. Turned phone on and off. Turned messages on and off in icloud.
Nothing.
Yes, I gave my phone the entire night plugged in and on wifi to download messages from iCloud and nothing changed.
I searched in help for this phrase:

and tried everything they suggested.
And, after all that, the bar at the bottom of messages turns blue when it says "uploading messages TO iCloud" but it still does nothing when "downloading messages from iCloud"
So far the only change in my messages is that most of my contacts don’t have profile photos any more.
haha, what's funny is that now, when the phone is plugged in and connected to wifi, it says that downloading messages from iCloud is paused ... "until the phone is plugged in and connected to wifi"
Sadly, No. None of my messages came back.
And yes, my contacts have been on iCloud.
Hey! So, your messages did come back? but now your contacts don't have photos anymore?
Make sure tat you have contacts turned on in settings > name > iCloud
