Unable to enroll MacBook into Apple School Manager

We had some computers donated and I found an article that says that you can now enroll them via Apple configurator on an iPhone since they were not auto-assigned to an MDM by Apple. The instructions simply say 'Bring the iPhone near the Mac' but when I do that the expected screen does not appear. I have tried connecting the MBA to the same wifi as the iPhone and also connected via ethernet. The instructions say just get to the country selection screen and bring the phone near it. Has anyone else encountered this and found a way to fix it? I have 18 other MBA to configure and it would be great to have them in the MDM.

I am using a MBA 13" 8/256 M1 (on big sur behind the setup assistant) and an iPhone 12 mini on 15.1.1.
