Apple id update

I recently got a new phone and it still has the same issue I had with my previous phone. Before I got my iphone 13 I had an XR and before that I had the iphone 7 which mysterious turned off on me so I had to use my dads phone in that process I believe his apple id never properly signed out so now everytime I try to update my apple Id with any phone his apple id shows up instead of mine and it doesnt give me the option to change that.

and I dont know if they correlate but my number phone verify into my messages so I cant text people with my phone number or facetime
