Can I re-download refunded apps?

Can refunded apps be re-purchased and re-download later if I want to?

I want to refund an app which has a missing functionality. The app developer claims to put those features in few months. My plan is to refund app, and buy it when those features are added.

I am asking this question to clarify my doubt as I have read an old article stating that refunded apps cannot be re-download.
