When I use the Migration Assistant my New Mac ends up with keyboard errors ( keys not working that work before data migration) How can I transfer files only and not settings

Best way to migrate files from old iMac desktop 21.5" late 2009 running 10.13.6 High Sierra to new iMac desktop27" 2020 running 12.0.1 Monterey without importing any OS settings as when I use the Migration Assistant I get keyboard errors (dead keys) consistently, I've tried 3 times with same results and tried 3 keyboards with same result. I restore to factory with clean OS install and everything works.

There are many ways to use Migration Assistant. Did you follow the steps in Setup Assistant and Migration Assistant or did you use some other method such as wiring the 2 macs together or using Wi-Fi? If you did the latter, then please do the former.
