Apple page with links to older OS's not working

I need to update my 2015 MacBook Pro from Mojave to Catalina (I tried going all the way to Monterey but it took 16 hours then failed, so I'll try going in steps). But the Apple page with the links to the App Store (How to get old versions of macOS - Apple Support) doesn't work... it brings me to a blank page with a title "@@SoftwareName@@ on the App Store". I'm using Safari, yes. I tried rebooting my computer .. same issue.
