CEC does not work over optical cables. You will have to turn on|off the non-HDMI receiver with its own remote or on-device buttons.
HDMI equipment is required to pass on CEC commands throughout the HDMI chain, but it is up to each manufacturer to support CEC with their model device, or not, or partially.
I am having the same problem—new (2021) Apple TV and Siri Remote. Until about a week or so ago, I was able to simply use just the Siri Remote to turn on my system, and to turn it off, using the small power button in the top RHS corner—and of course to navigate around Apple TV.
I have a Samsung TV. All CEC settings are still set as suggested above, on both Apple TV and Samsung TV.
I have charged the remote.
I have re-started the Apple TV.
For now, I cannot turn on the TV unless I use my huge clunky universal remote, and then navigate to Apple TV.
From there, the Siri Remote works as usual.
And then, I cannot turn off the system with the Siri Remote. If I use the aforementioned Siri Remote power button, the screen goes black for about 5-10 seconds, then comes back to some random other screen. So once again I have to use the universal remote to get the screen to remain turned off.
This of course is not a terrible problem, and I have a clear workaround, but it is mystifying. And I just like things to WORK, especially when they were already working and I didn’t do anything else to affect them (to my knowledge, of course!)

Verify the CEC settings. own both devices.
I have an older Samsung home theater receiver. All the settings are correct on both the Apple TV and the Samsung TV--Anynet enabled. I suspect cables may be in wrong inputs. Pretty frustrated. I saw something about using an optical cable to connect the TV to the receiver and the HDMI cable from the TV to the Apple TV. This solution does not work with a receiver in the mix.
Actually, I did actually get the Apple TV remote to turn the receiver on and off. I was not using the optical cable and have not. Then I started messing with the TV, Apple TV and receiver to try to get the remote to turn everything off and on and now back to using 3 remotes again.
