Make sure you're swinging your arms. If they are stationary on the rails, I suspect it won't recognize your movements as steps as they do not match the movement of walking.
Steps are counted using different types of data but primarily the accelerometer on the watch. This is standard on most fitness trackers. And, as you wear the watch on your wrist, it's designed with that in mind. Again, standard on most fitness trackers.
If you're walking, GPS also comes into play but that wouldn't apply here.
If you use the handles, it will probably pick up at least some of the motion. You could also try keeping your phone in your pocket if you have one. That might pick up some additional leg movement.
Thanks. This means Apple hasn't found a solution to counting steps. Maybe they should call this function 'arm swings". I run on the free climber and either hold the handles (heart rate monitor) or use the rails for balance.
