I can't close my apps even when I press the x

I can't close my apps even when I press the x and yes I know how to force quit but why is it not working I have been having to force quit every time.

How do I shut down an app that won't quit? I have an app that I can't shut down. I can still drag it around by click-holding on the top panel. It doesn't have the three dots on the left of the top panel, so I can't close it by clicking on the red dot. When I click on the icon on the bar at the bottom of the display, the menu pops up so I can choose Quit, but it won't shut the app down. I've tried several times. Is there any other way I can shut the app down?

CMD+Q is the keyboard shortcut to Close an app (always has been). 
