Legally purchasing lost/found iPad. Reset to factory settings. Will I be able to use the iPad and use my Apple ID on it? What are questions need to ask seller to make sure I can use it with my IDs?

That's correct.
It says, if the device shows the HELLO screen, it’s ready to use. Does that mean the device is. I longer associated with someone else’s Apple ID?
