My battery health is normal(in system report and system preference) and I am still affected by this problem.
It's super inconvenient for me and my work, It requires turning the optimized battery charging option off and on multiple times, And if I did not notice that the laptop is not charging the battery dies even though it is connected to the wall charger!.
Is there any solution?

Resetting SMC could solve the battery related issues.
How to reset the SMC of your Mac - Apple Support
If it doesn't help, you'd better make Genius Bar reservation if your local retail Apple Store is open or find opened local Apple Authorized Service Provider to be examined your MacBook Pro there.
