Hi,
As long as each member of the FS has purchase sharing enabled, all previously purchased eligible content will be available to each family member.
As for iTunes Match content, this cannot be shared with FS. The content will only be available on all devices signed in with the same Apple ID and using iCML/Sync Library.
In other words, only the user that purchases the iTunes Match subscription will have access to the content associated to it.

Past purchases yes, but not iTunes Match. That is a per-user service that cannot be shared. With an Apple Music family plan each user gets their own cloud library.
