If you’re logging in here using that Apple ID, it seems to be (partially) working?
If this is a message indicating that the Apple ID is disabled in the app store and iTunes, then you’ll need to discuss that directly with Apple Support. There’s nothing you can do to clear that yourself, other than contacting Apple.
