Some random thoughts—
When you post a picture of an error message in a language other than English, English-speaking Readers can not use automated translation to translate the message to better understand.
can you post a translation, or post the TEXT rather than a picture of the text?

so the suggestions are:
move closer (if not already close)
run Wireless Diagnostics -- that seems like a good idea, maybe it will suggest something
or cancel run diagnostics
did you get a for or six digit number to enter to "trust" the other device? entering that is required, you can not skip that step.
aslo, you may need to use
System preferences > network > your_HotSpot ...
to specify same additional configuration details

If no insight or resolve you can go to Keychain Access.app>System
search for your iPhones name that you use— and delete that password (sort by date) and start over the connection, in an effort to make some progress.
Hotspot sharing works when you have only a cellular connection, and you share your cellular connection out over a Wi-Fi network centered at your phone.
If you have a Wi-Fi connection available, turn OFF hotspot and connect directly to Wi-Fi with every device.
I have a cellular connection, and I share my cellular connection. other devices connect without problems. Only my macbook and mom’s iPhone 7 can't connect. Only two devices, other devices conneeectttt

I've done all this already. Does not help. up to this point I have connected a million times, everything worked fine. but now for some reason it does not connect.
can you think of anything that might have changed since the last time you connected, either on your phone or your Mac?
I changed my personal hotspot password on my iPhone 13pro, but now on my macbook I enter password correctly.
when changing wi-Fi password, you sometimes need to "forget" the old wi-Fi network.
Then it will not be able to connect, so it will ask you to enter the NEW password.

sorry, I did not understand that you were showing the screens from both the Hotspot phone AND a different phone that wants to connect to that same Hotspot.
