use home sharing to play my own music on iphone

How to use "home sharing" on iTune on Window 10 to play my own music on iphone?

For years, I was able to play my own music on iPhone by loading my music on my pc to iTune library and turn on "home sharing". I could play the music in my car without accessing internet and with my pc turned off. Recently, I noticed that my iPhone music app can't access my iTune music library as soon as I have my pc turned off. To enable the access, I have to turn my pc back on and turn home sharing off and on again. Is there change on Apple music app to allow home sharing only when pc and iPhone are on the same WiFi network?

Home Sharing only works when both the host computer and the guest device or computer are on the same local network. While accessing a Home Sharing library you may be able to download remote content to the current computer (or device?) so you can use it later when no longer connected.

Apple Music allows multiple computers and devices to connect to the same iCloud Music Library. This is available on any network, though it may cost you to stream content to your device when using a cellular connection. With Apple Music you can download content from the cloud so you can use it when you are offline and/or without incurring data charges.
