Location services turns off

I have to reset location services after shutdown and restart. Previous thread I found indicates it's a problem with Big Sur. Running an M1 MacBook Air, Big Sur 11.6.1

Perform a time machine backup before moving forwards.

Then check for software updates as Monday Dec 13, 2021 there is an update of Big Sur to version 11.6.2.
