Scrolling side to side on enlarged picture in iCloud photo.

Thanks for choosing the Apple Support Communities. If we understand correctly, you are unable to scroll side to side when viewing a Photo.

To start, we see you have checked out Set up and use iCloud Photos .

Are you using the Photos app when you try this? Also, are you using a trackpad or a mouse?

Using either, you should be able to click and hold the photo, then scroll side to side if you're using the Photos app.

Only a single photos can be clicked , then scrolling left and right is possible but not for all photos the scrolling will work .

Scrolling of photos horizontally is not possible in photo application of Mac as there is no such feature , only you can scroll the photos in same direction Change Trackpad preferences on Mac - Apple Support
