infinite "Notify.app" Popup on MacBook Pro

I have the same problem as the following link

Notify.app - FOR THE LOVE OF GOD MAKE IT … - Apple Community

There are just none stop popup windows from this Notify.app asking about internet access.

I searched the entire MacBook for files called Notify.app and found nothing.

This popup is none stopping and disappears within 0.5 seconds.

Mysterious Generic notifcation "Update Available Title"? I have a mysterious notification that keeps popping up. It says "Update Available Title Update Available Body" I dismiss it and it appears again the next day. I've checked the App Store, System Settings and my commonly used programs, and I don't see anything with an update pending. Safari 16.2 Notifications from websites have stopped. Notifications from websites, that prior to updating to Safari 16.2 were being received. The notifications have stopped since the update, MacOs = 12.6.2 (Mac Pro, Late 2013). Validated that the Notifications in the Safari app are all still set to "Allow". Anyone else seeing this? Any ideas for resolutions? Thanks.

I figured out that it probably has something to do with 'Pharos'. But I have no idea what that is or should I just shove that entire application/folder to the garbage bin.
