Resizing a photo to print in Photos

We would like to resize a 2.4 mb Heif photo, taken on iPhone and downloaded to Photos from iCloud. We want to place it on the outside page of an 8.5 x 5.5 card, so we have been trying to find a way to print the photo on the top half of an 8.5 x 11 sheet of paper. None of the standard sizes and orientations seem to work; even trying a custom size will not allow us to move the photo to the top of the page. Is this even possible in Photos? Do I need to export the photo to another program to resize and move it?
