No.

The second generation Apple Pencil is not compatible with iPad7, 8 or 9. These iPad models support the first generation Pencil.

Here is the definitive compatibility list for Apple Pencil and iPad:

Where supported, individual iPad models support one or other Pencil, but not both. The first and second generation Pencil use entirely different pairing/charging methods - and are not interchangeable.
