iPhone 11 , 12 , 13pro PBAP bluetooth pairing with car audio

Since ios 13 there is problem with PBAP profile on iPhone ( tested iPhone 11 , 12 , 13 pro )

with cars without CarPlay.

Just updated to 15.2 and PBAP still not working on cars without CarPlay.

I provided diagnostic logs , had remote sesions with apple senior advisers , and after months of waiting still no fix .

Before ios 13 PBAP was working without problems. ( even now any iphone below ios13 works ok )

Is there any way do downgrade back to ios 12 ?

I asked this many times apple advisors but they refuse to do it .

Is there complain department within apple ?
