APPLE ID IS NOT ACTIVE

I would like to ask for a help. I can't change my Apple ID, I can't even reset the password or look for it by providing name and Apple ID. It always say Apple ID is not Active.

I barely need your help.

There is no Apple Support document specifically addressing your message that I can find but these links have been Recommended by Apple ( https://discussions.apple.com/thread/7417834 ) and others with this problem:
