Why would safari not allow to download wallet app back on my phone

The Remove App option will only offer the “Remove from Homescreen” option at least on iOS 14 and 15, and move it to the App Library, it will not delete it entirely. Go ahead try it.. And the one in the App Store is for iOS 12 or earlier where it could be deleted.

The entry in the App Store should show the word “Open” if its still installed, rather than the cloud icon for download.

Are you sure? I can long-press the Wallet app and choose Remove App. I also can see the Wallet app on the App Store.

Do you get an error message when trying to download it?

This is odd and might be related to your region. I would recommend contacting Apple Support: Get Support.

OK, on your phone open the App Store app (not the Apple Store app) and search for "Apple Wallet". The result list should show the Wallet app as the first result. Tap "Get" or the cloud icon on the right hand side to download it.

If its not visible on your Home Screen, then it was either moved to the App Library or has been restricted by Screen Time.

Check the App Library by swiping all the way to the last home screen, then swiping one more time. You can then search for it using the search bar at the top. If you find it, you can drag it back to a Home screen.

If it does not appear there, check Settings->Screen Time->Content & Privacy Restrictions->Allowed Apps->Wallet and make sure its turned on.
