Received empty box when ordered iphone 13 pro

I ordered iphone 13 pro from apple website, the order got delivered on 18 dec 2021 with empty iphone 13 box.

i tried calling customer care but still no positive response.

iPhone 13 is not delivered but UPS signed it as delivered Hi. I have the next problem. 27th January I've ordered iPhone 13 Pro Max. UPS (shipment company) is signed the order as a delivered but it's not. Maybe UPS delivered it to someone else? What can I do? How can I get my iPhone or return the money?
