Stopping voice to text on iPhone 13

iPhone 13 Pro Max, iOS 15.2 all apps up to date 2021-12-19

Any time we open app for text input , the phone converts any voices nearby into text.

This makes using safari, imessage or email useless around anyone talking in person or video.

Things that do not work but seem like they should

Settings>General>Keyboard>Enable Dictation>Off

Switching to alternate keyboards as MS Swiftkey.

What works but disables all voice control

Settings>Accessibility>Voice Control>Off however need voice control for other applications

my partner is ready to go back to Android over this issue.

Voice Control defaults to recognizing both commands and dictation, but you can change the recognition mode to only recognize commands. To force Voice Control to only recognize commands, say “Command Mode”. To switch back to recognizing dictation as well, say “Dictation Mode”. If while in commands-only mode you want to dictate a short phrase you can use the “Type ” command, such as “Type Looking forward to seeing you.”
