This Airtag is Connected to Another Apple ID After Being Unpaired

A friend of mine wanted to lend me a AirTag to try out. He unpaired from the AirTag. When I bring the AirTag to my phone it allows me to go through the setup then at the end it says “this airtag is connected to another Apple ID”. We brought it near the device that just unpaired from it and it also allowed to go through the setup but at the end it now says the same “connected to another apples Id” message on the original device that was using it. The AirTag comes up on every apple device but says it’s connected to a different Apple ID regardless of the device trying to connect including the device that unpaired from it. The air tag has been reset multiple times with no luck. AirTag has been fully removed from previous Apple ID and does not show up as a device.
