IMessages only sending on email

I turned my IMessages off then back on, later realising that I do have an option to start new conversations with my Apple ID email and my phone number. The issue is that when I send a message to another apple user it does not send through and shows up as a green text bubble and when I get an apple user to send me a message through IMessage it only comes through as SMS message as well. When I try to turn on my phone number in settings it has a spinning circle and i cant tick it. I’m on iPhone XS btw, someone help please!!! 😭👀

Messages or FaceTime - Add or remove your phone number


Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.


Try a restart.


Restart your iPhone, iPad, or iPod touch    *


Try a forced restart. See the section towards the end of the article.


Reset Device. -


If necessary


Hard reset.     -


Do a backup and try a factory reset. Then restore from your backup.


Restore to Factory setting.      *


Restore - If you see an error when you update or restore your iPhone, iPad, or iPod.   *


Backup - Restore your device from an iCloud or iTunes backup.     *
