Can't Accept Family Sharing Invite

I am trying to provide family access to my wife. On a MacBook (10.14.6) I paid for 200GB and set up family access by inviting my wife by email, which is indicated in her icloud.

She received an email invitation on her iphone (ios 15), but when she clicks the get started button, a page opens that says, "To accept the invitation, open it in the mail app on the iphone." But the point is, it's just open in the mail app! And the page opens in safari. And it still doesn't work.

Yes, as I wrote, the invitation was sent to email indicated in her icloud account (apple id).

She can't see any invitation information in Settings. That is the problem!

when I try to resend the invitation I receive message that I have reached limit of invitation attempts. My wife has email with "get started" button, but if she hit it nothing happens. And yes, I have restarted both iphone and macbook. Nothing works.
