Contact in text messages has muted bell

In my text messages in iOS 15 one of my contacts has a bell with a slash and I don’t want that. How to unmute this?

I have new Iphone SE. Everything is working fine except for the ringer when I get a text. When I try to turn sound up it shows the bell with / across it. I can't seem to turn the mute off, so it will ping when I get a message. I also have a 12 Iphone and the settings are the same and it pings when a message arrives. Please note that it's vibrating, but no sound.
