I placed on apple.com to buy a new phone. I use my account balance as partial payment. They cancelled my order without any notice. When I tried to reorder I found the balance was disabled. It says "Your account balance has been disabled. Please call 1-800-MY-APPLE for help"

I called Apple's customer service number, but they transferred me between several departments. They called me for a few hours, but they didn't solve my problem. I don't know which department can solve this problem? Do you know which department to contact for this issue?
