My Downloads folder has disappeared, not just from the dock, but from anywhere on my local drive. It is not in the Trash. It does exist in iCloud, however it is empty. I am running Monterey 12.0.1 and would like to know what path to take in order to restore/established it on the local drive.

See if for some reason it is a hidden file run this in Terminal:
"cmd shift period" toggles hidden files in all views
IS the Download folder in the sidebar of Finder?
Is Downloads listed as an option ins Finder Preferences?
Press Command-Shift-H to open your home folder.
You should see there folders like "Documents", "Movies", "Pictures", "Desktop", "Music" and, among others, "Downloads".
Is it not there?
If it is, you can drag it to the Sidebar for easy access.
If it is indeed not there, you can merely create it - File->New Folder, and name it "Downloads" (without the quotes).
Once you original issue is resolved - there is an update version 12.1 to Monterey released Monday Dec 13, 2021 that should be considered to keep the computer up-to-date.
