camera and microphone disabled

my storage is almost full, and when i opened an app that needs camera or microphone usage after getting the notification that my storage is almost full, it states to enable camera/mic through settings. however, when i click on the popup that takes me to settings, there is no setting that allows me to enable it. why, all of a sudden, have all my apps using camera/mic stopped working and why is it not showing up in my settings?
