can't set up cellular on new apple watch 7

New series 7 watch is unable to log in to cellular plan through watch app. Carrier (spectrum) confirms that plan is added and watch is supported but log in will not successfully complete. Numerous factory resets and repairing with phone do not change result. Spectrum support is out of ideas. Any suggestions or similar issues?
