If it is not allowing you to accept files on your Mac, the problem isn't related to your iPad's storage. You would have to free up space on your Mac. Apple has a good article regarding that: Free up storage space on your Mac - Apple Support

On your Mac, click the Apple logo at the top left corner, then click 'About this Mac' and 'Storage'. Is it almost full? I highly doubt it's an iPad issue unless your iPad is actively prompting you to free up storage space.

It is not currently possible to only store your files on iCloud. You can suggest feedback to Apple here: Product Feedback - Apple
