Shared Album uploads won't download on other people's devices

I have a Shared Album my family and I have been posting to for about 6 months now. Everything was working fine until a few days ago. Now, when I upload a photo no one else can see it. The notification and caption shows up but the photo is grayed out. No error message or anything.

If I iMessage the photo to someone else they can upload it without issue. I've confirmed that the photo exists in iCloud as I can see it on my other devices.

Is there anything I can do to fix this? Thanks in advance!
