Siri Offline Not Working

Question

Got a new iPhone 13 Pro 256GB with iOS 15.2 setup as new phone.

Siri does not work offline..

I tried getting her to create a note for me when I had poor/no data and she could not do.

Looking at iOS 15 – New features available with iOS 15. and scrolling down to the Siri section, it does show what Siri can perform offline.

Did Siri open the Note app? Has Siri taken dictation before being offline?

I think Siri offline does not support adding notes offline. Strange!

Siri offline works for other things - like opening the notes app, changing brightness + volume, etc.
